First of all, adaptive capacity of existing small-scale agro-industry in many northeastern districts of the province to adjust its modes of production to a changing nature of inputs from the agricultural sector. Production diversification is one of the competitive advantages of the districts. A rice mill is easily converted to a cassava mill after a busy rice trading season to prepare for cassava product from cassava farms. A small cassava mill can also be quickly transformed into a concrete box factory after cassava season to strengthen the supply chain in the construction sector. Some leading industries in the province that have effectively created spreading effects or trickle down effects in our area. Sugar mills, rice mills, and cassava related industries are for examples.
Second, a substantial competitive advantage of transportation is a factor benefiting a dynamic rural economy. Feeder roads well support the existing infrastructures. For examples, HWY 213 links Maha Sarakham and Kalasin to Sakon Nakhon, HWY 227 connects Kalasin to districts in Udon Thani province as well as Sakhon Nakhon to Bueng Khan. HWY 214 connects both rice fields and rice mills in Kalasin to Roi- Et with a comparatively healthy feeding road system. This road network gives rural villages a better access to several agricultural centers in the vicinity of Kalasin and neighboring provinces.
The East-West Economic Corridor (EWEC) that is designed to go through our province from West to East has been developed to facilitate logistic strategy linking the Andaman Sea with the South China Sea; It is also expected to render more efficient transport services in the province.
Third, rural industry financing system through several channels creates active rural industrial activities. Credits through The Bank of Agriculture And Agricultural Cooperatives(BAAC) and The Small And Medium Enterprise Bank (SME banks) help to strengthen the dynamism of industrial activities in rural Kalasin. Recent emphasis on micro financing has enhanced the performance of agricultural organizations in the province. Agricultural funds of different nature such as village and urban community resources together with funds to eradicate poverty in designated communities and improves villagers' access to valuable funding assistance. Various forms of grants via local governments also help diversify rural economic activities with a result that the region can improve employment and agricultural income immensely. Many provincial organizations can lend a helping hand to doing more research on this issue. I have to mention that the Office of Kalasin Comptroller would be in a position to supply more information on rural financing in Kalasin.
Fourth, human resource development in Kalasin is also capable of and competent in supporting the labor force for diversification of the rural economy. Apart from a Multi-occupational College and several Technical Colleges in our province, there are three vocational colleges operated in the district:s of Nong Kung Si, Khao Wong, and Khum Muang. It is interested to point out that there are also occupational training centers for the administration of the Office of the Non-Formal and Informal Education. Moreover, the Ministry of Labor, the Ministry of Commerce, the Ministry of Industry and the Ministry of Agriculture and Agricultural Cooperatives also promote rural industry via their occupational training centers in our province.
Fifth, the tourism sector in Kalasin has expanded into the periphery via a broad range of supporting activities related to art, cultural and natural treasures of the province. The industry associated with the four necessities - foods industry, clothing industry, medicinal herbs and spices and our styles of accommodation and forms of settlements- covers all areas of our rural industry promotion. Moreover, our religious and traditional beliefs together with the roles played by our forest monks in rural development represent a prominent aspect of arts and cultures in a creative economy.
Last, two organizations from the private sector, the Kalasin Chamber of Commerce and The Kalasin Industrial Council, which have been considered to be moving parties in provincial development planning, also contribute to the development of rural industry in Kalasin in various ways. One of the most salient aspects is the better link to the organizations with the center of power in Bangkok. These strong linkages between the core and the periphery enable them to share relevant knowledge and give more meaningful inputs in any training of unsophisticated investors.
